The Speech by Minister of Trade and Industry, Mr Ebrahim Patel, includes a very important statement as relates to the Application that Business should make to be declared an Essential Service.

It is noted that Businesses Must apply to be declared an Essential Service via a portal created for this person and available at http://www.bizportal.gov.za/

All Businesses intending to remain open should urgently acquire the necessary certificate, however we can confirm that the portal does not currently seem to be functional.
